Wissenschaftspolitische Vernetzung und Internationalisierung der Informationsplattform open-access.net

Beschreibung

Open Access wird als Oberbegriff für unterschiedliche Realisierungskonzepte begriffen, die im Sinne der Berliner Erklärung alle den offenen Zugriff auf wissenschaftlich relevante Informationen unterstützen. Zahlreiche Institutionen und Organisationen nehmen derzeit eine Standortbestim-mung für die eigene Haltung zu Open Access vor (Hochschulen, wissenschaftliche Fachgesell-schaften, KMK, BLK, DFG, MPG u.a.) und bemühen sich in vielen Einzelaktivitäten, die dazu not-wendigen Informationen zu sammeln und zu bewerten. Eine Umfrage der Deutschen For-schungsgemeinschaft zur Erfahrung von Autoren und Autorinnen mit Open Access hat die unzu-längliche Kenntnis unter Wissenschaftlerinnen und Wissenschaftlern als ein zentrales Problem bei der Umsetzung von Open Access herausgestellt. Diese Einschätzung wird auch von Organisationen wie der Hochschulrektorenkonferenz oder der KMK geteilt. Ein Informationsangebot, das die derzeit verstreuten Ressourcen bündelt und zudem strukturiert aufbereitet, ist daher eine dringende Erfordernis, die mit dem vorliegenden Projekt erfüllt wurde. Im projekt wurde die Plattform open-access.net realisiert, die umfassend über das Thema Open Access informiert praktische Umsetzungshilfen anbietet. Die Informationsplattform macht Konzepte, rechtliche, organisatorische und technische Rahmenbedingungen, konkrete Erfahrungen bei der Umsetzung, Initiativen, Dienste/Dienstleistungsanbieter und Positionspapiere an einer Stelle umfassend und einfach zugänglich. Zielgruppen sind alle relevanten Akteure im Wissenschaftsbereich, insbesondere die Wissenschaftler/innen selbst, Leitungen von Hochschulen und Forschungseinrichtungen, Infrastruktur-Dienstleister wie Bibliotheken und Rechenzentren sowie Förderorganisationen und politische Entscheidungsträger.

Purpose - With the illustration of a best practice example for an implementation of open access in a scientific institution, the paper will be useful in fostering future open access projects.
Design/methodology/approach - The paper starts with a brief overview of the existing situation of open access in Germany. The following report describes the results of a best practice example, added by the analysis of a survey on the position about open access by the scientists at the University of Konstanz.
Findings - The dissemination of the advantages of open access publishing is fundamental for the success of implementing open access in a scientific institution. For the University of Konstanz, it is shown that elementmy factors of success are an intensive cooperation with the head of the university and a vigorous approach to inform scholars about open access. Also, some more conditions are essential to
present a persuasive service: The Library of the University of Konstanz offers an institutional repository as an open access publication platform and hosts open journal systems for open access journals. High-level support and consultation for open access publishing at all administrative levels is provided. The integration of the local activities into national and international initiatives and projects is pursued for example by the joint operation of the information platform open-access.net.
Originality/value - The paper offers insights in one of the most innovative open access projects in Germany. The University of Konstanz belongs to the pioneers of the open access movement in Germany and is currently running a successful open access project.

Am 6. und 7. Dezember 2007 fanden in der Universität Konstanz die 1. Konstanzer Open-Access-Tage statt. Die Veranstaltung wurde kooperativ von der Universität Konstanz mit der Informationsplattform open-access.net und der Deutschen Initiative für Netzwerkinformation (DINI e. V.) organisiert. Das zweitägige Programm richtete sich sowohl an Wissenschaftler vor Ort als auch an Personen anderer Institutionen, die sich mit dem Thema Open Access beschäftigen.

Open access is an important topic at universities in Germany: for the scientists as producers of scientific publications, for the university administration as financial backers, and for libraries as information suppliers. This article gives an overview of the current discussions and the developments of open access at the
universities. It focuses particularly on the expansion of institutional repositories and the use of open access journals, giving a short description of the information platform open-access.net. The author provides an outlook on the steps that need to be taken in the near future by university libraries and other parties in order to preserve access rights to scientific publications.
